Summary: 
The Director of Water Resources is responsible for ensuring the sustainable management, regulatory compliance, and operational efficiency of the municipality’s water and wastewater systems. This position requires expertise in water resources, environmental regulations, and infrastructure planning.

What you’ll do:

  • Modeling & Planning: 
  • Oversee and analyze water distribution and wastewater collection system models 
  • Utilize hydrologic and hydraulic models to optimize system performance and long-term planning 
  • Environmental & Regulatory Compliance: 
  • Ensure compliance with all federal, state, and local environmental regulations (e.g., EPA, Clean Water Act, Safe Drinking Water Act) 
  • Maintain required permits and reporting documentation for water and wastewater operations. 
  • Develop and implement policies to address new regulatory requirements 
  • Groundwater Hydrology & Water Resource Management: 
  • Monitor and manage groundwater resources to ensure sustainable supply 
  • Conduct studies on aquifer capacity, water recharge, and source protection 
  • Coordinate with local, regional, and state agencies on water allocation and conservation initiatives 
  • Oversee Wellhead Protection Program 
  • Oversee Water Loss Program 
  • Energy Efficiency & Sustainability: 
  • Implement energy-efficient practices in water and wastewater treatment facilities 
  • Identify opportunities for renewable energy integration and demand-side management 
  • Develop strategies to reduce operational costs 
  • Wastewater Treatment Operations: 
  • Oversee the management and optimization of wastewater treatment processes 
  • Ensure compliance with discharge permits and biosolids management regulations 
  • Work with engineering teams to upgrade and expand treatment infrastructure 
  • Collaboration & Policy Development: 
  • Work with municipal leadership, regulatory agencies, and the public on water-related policies 
  • Provide expertise in water rights, drought response, and climate change adaptation 
  • Develop and maintain emergency response plans for water and wastewater operations 
  • Complete other duties as assigned 

What you bring:

  • A current DSL (Distribution System License), WT3 (Water Treatment Operator Grade 3) certification, and Class III Wastewater Operator License
  • A solid understanding of groundwater hydrology, wastewater treatment operations, and drinking water treatment processes
  • Demonstrated experience with regulatory compliance (e.g., IDEM, EPA), environmental reporting, and permit management
  • Proven ability to apply hydraulic and hydrologic modeling tools in utility system analysis and long-term planning
  • Familiarity with energy efficiency practices, sustainability principles, and emerging technologies in water and wastewater systems
  • Strong project management skills with experience leading capital improvement projects and coordinating with consultants, contractors, and agencies
  • Excellent analytical, communication, and leadership abilities to manage staff and collaborate across departments
  • A commitment to public service, water resource stewardship, and community health
