Human Resources Manager
Summary
The Human Resources Manager works to support the long-term goals of the board. The HR Manager works cross-functionally between the various town departments to foster a productive work environment. This position is a team of one and therefore must be comfortable doing a large portion of day-to-day administrative work while also managing HR strategy as necessary.
This role will coordinate, support, and assist in the compliance operations relating to workplace safety, security, and OSHA operations.
This position has no direct supervisory responsibilities but serves as a coach and mentor for other departments.
Essential Duties and Responsibilities
Ensures compliance with applicable laws, statutes, ordinances, and other federal/state/local regulatory standards
Researches and analyzes data, new HR project suggestions and current program goals and progress
Coordinate safety operations meetings and necessary training
Ensure performance of all compliance and regulatory reporting, including annual reports and postings
Manage records retention procedures in accordance with OSHA reporting
Provides professional advice and counsel to department heads, supervisors, and staff regarding employee relations issues, and policy/procedure program development and implementation
Directs the talent management process to include recruitment, selection, retention, and growth/development of employees
Assist with and coordinate safety audits and inspections
Oversees employee performance appraisal system and implementation
Manages compensation and benefits administration program; including external broker
Reviews salary compensation surveys and benchmarking metrics
Leads human resources information systems (HRIS) projects
Manage employee handbook updates and implementation
Represents the department with the board, related agencies, and the public
Performs other related duties as assigned
Qualifications
Working knowledge of state and federal labor laws and regulations
Ability to compose and present comprehensive reports
Experience with OSHA and safety compliance preferred
Ability to plan, organize, and present training activities to diverse employee groups
Excellent organizational skills and attention to detail
Excellent verbal and written communication skills
Excellent time management skills with a proven ability to meet deadlines
Strong analytical, problem-solving, and conflict resolution skills
Proficient with Microsoft Office Suite, APS software system or related HRIS experience
Education and Experience
Bachelor's degree in human resources or related field;
5-7 years of human resource generalist or management experience
Physical Requirements
Prolonged periods of sitting at a desk and working on a computer
Must be able to lift 15 pounds or more
